Permission Set
Ensure the Direct Mail App permission set is assigned to the user attempting to purchase Direct Mail credits.
Profile Settings
The error message above is specifically looking for the tab named Direct One Mail Systems. Make sure it is set to "Default On" as shown below if still experiencing issues after assigning the permission set.
